Gilles TEISSEYRE
President
Partner

Graduate of the University of Paris 2 ASSAS with a degree in public and business law. He also earned a degree from the Institut d’Etudes Politiques, Paris, in the Public Service sector. From 1992 to 1998, Gilles worked for the Belgium agency Interel, before joining Gavin Anderson, where he established and developed an institutional strategy department in Paris and for Europe.

In 2001, Gilles created ARCTURUS GROUP, opening his first office in Brussels, before opening offices in several other major European cities. He is currently in charge of new business and international development for the Group. He is also involved in defining institutional strategies on a number of dossiers.

Agnès DUBOIS COLINEAU
Chief Executive Officer
Partner

Graduate from EDHEC (business school of higher learning), Agnès began her career in market research and intelligence with one of France’s largest companies. In 2003, she joined the Brussels office of ARCTURUS GROUP, where she held the position of consultant before becoming a partner and, in 2005, Managing Director of the Paris office.

Agnès is now the group’s Chief Executive Officer, in which capacity she works with and supervises the development of all offices of ARCTURUS GROUP. In addition, she supports the management team in the operational management of complex issues (competition, State aids, restructuring plans, public procurements, etc.)

Alain JUNG
Executive Vice-President
Managing partner – Marseille

Alumni of the Institut d’Études Politiques de Paris, Alain also has a law degree from ESSEC. After a career in the public sector, where he held a number of management positions and acquired a broad range of practical experience in inter-institutional relations and public policy, he joined ARCTURUS GROUP in 2006, opening the Marseille office.

As a specialist of local French institutions, Alain brings his practical experience to companies interested in developing efficient strategies on public procurement matters. He also assists communities that wish to expand their institutional activity, especially those who desire to make better use of EU funded programmes.

Ludovic BASSET
Executive Director – Brussels
A Graduate in Law and in International Relations in his native France, Ludovic went on to pursue further University studies in the UK. After reading for an LL.M at the University of Nottingham, he joined the Cardiff Law School Ph.D. programme and began an academic career as a junior lecturer in European Law and Private International Law. In the private sector, Ludovic deepened his expertise of European public affairs in France and with a Brussels-based European trade federation within the automotive sector, where he coordinated their lobbying activities of the European Institutions.

At the end of 2011, Ludovic joins ARCTURUS GROUP as Executive Director of the Brussels bureau.

Mathilde DEFARGES
Executive Director – Paris
An Attorney-at-Law, Mathilde has spent more than 10 years as a specialist in competition and distribution in some of Paris’ top law firms. She joined ARCTURUS GROUP in 2007 as a Senior consultant..

In 2008, Mathilde was appointed as Executive Director of the Paris office. Mathilde is mainly working on competition (State aids, liberalization of markets), restructuring (relations with local and national state representatives, assistance with union negotiations) and strategic cases involving US companies.

During Summer 2012, Mathilde joined Harvard University to study American Government and Systems Thinking Management.

Loubna EL KMITI
Managing partner – Rabat
A business school graduate with an MBA in Wealth Management, Loubna began her career as a wealth manager in a major French firm. She created her own consulting firm in 2004, specializing in asset management and in the support of the creation and development of businesses.

Loubna joined ARCTURUS GROUP in 2010 to take charge of the establishment and the development of ARCTURUS GROUP in Morocco.

Florence GUILLEMIN
Deputy Executive Director – Berlin
Graduated in Public Law with a master degree of European Administrative Governance, Florence worked for several public institutions (Court, Ambassy, Ministry) for a Law firm and an ONG. In 2008, she joined a Public Affairs Consultancy firm in Berlin where she intervened on energy, defense and transports fields. Besides, she participated to studies on the protection of critical infrastructures and telecommunications.

Florence Joined IPA ARCTURUS GROUP in 2011. She manages and coordinates the development of the Berlin’s office.

Katarzyna MOLEDA
Managing partner– Warsaw
Katarzyna is a graduate in French literature (Universities of Cracow and of Paris III Sorbonne Nouvelle), and holds a Master degree of Economy and European Industrial Management (HEC). She has a long professional experience (Marketing, Public Relations, Sales) within major French and Dutch groups. Katarzyna joined ARCTURUS GROUP in 2008 to handle the creation and the development of ARCTURUS GROUP in Poland. She is the Managing partner of the Polish office.
Julie SABLE LASSERRE
Communication Manager
After a formation in commercial art and studies of graphic communication, Julie worked as an Artistic Director for 12 years within an advertising agency (JWT) on general public budgets.

She then worked as a freelancer during 2 years on fields such as direct marketing, 360° communication, packaging or brand identity. She joined ARCTURUS GROUP in 2011 as communication manager.

Neil BERNARD
Senior Consultant – Paris
Neil has a professional master’s degree in International Affairs from the Institut d’Etudes Politiques in Aix-en-Provence. His first professional experience was gained overseas, in the international marketing department of a major industrial group in England. Neil joined the Paris office of ARCTURUS GROUP in 2010.

As a Senior Consultant, he deals with a number of issues, particularly in the areas of health, food, energy and audio-visual.

Etienne BODARD
Senior Consultant – Paris
As Senior Consultant, Etienne mainly deals with energy, transport and digital economy related issues. He is also active on competition cases (liberalization, state aids, public tenders).

Etienne is member of “Groupe des Belles Feuilles” which is a non-partisan think-tank on EU Affairs, gathering young European professionals. Before joining ARCTURUS GROUP in 2011, Etienne worked with a French MEP and as public affairs officer within a worldwide industrial group.

Graduate from Sciences-Po Strasbourg with a degree in public administration, Etienne also holds a master’s degree in Economic Law and European regulations, specialized in the energy, railroad and telecommunications sectors.

Lilia BRANDUSA
Senior Consultant – Brussels
With a diploma from the State University Moldavia in International relations, Political Science and Administration, Lilia went on to obtain a master’s degree in European Policy from the Institute of Political Studies in Bordeaux. Her first professional experience was in the Moldavian parliament, working with the Parliamentary Foreign Affairs department.

She is a founding member of the Euro-Moldavian Business Club, based in Brussels, which she is currently heading.
Lilia jointed the Brussels office of ARCTURUS GROUP in 2009.

Armelle CIZERON
Consultant – Paris
Armelle has a professional master’s degree in Public Affairs from Sciences Po in Bordeaux. After working with a French MP in a constituency, she joined the public affairs department of a public organization.

She integrated the Paris office of ARCTURUS GROUP in May 2012 where she deals as consultant with various issues such as energy, health and IP IT.

Julien COUBRONNE
Senior Consultant – Brussels
Julien has an academic background in general management, economics and law. He specialised in European Law (the University of Warwick, in the U.K., and the University of Saarbruck, in Germany) to earn a Master’s in European and International Public Action. He began his professional life in the headquarters of the Permanent Representation of France to the European Union. He was attached to the energy and the telecom industry departments, where he monitored parliamentary activity.

Julien joined the Brussels office of ARCTURUS GROUP in January 2008.

Bavo DESSEIN
Consultant – Marseille
Bavo obtained his Bachelor’s Degree in English after studying law and economics for two years from the University of Provence, from where he also earned a Master’s Degree in European Studies.

He collaborated with the ARCTURUS GROUP from 2008, before joining the Marseille office in 2009. Bavo’s competencies allow him to assist local/regional authorities before the national/European public authorities. He has also developed experience in providing support in the areas of procurement and the execution of public contracts.

Amélie DION
Administrative assistant – Brussels
Amélie started her professional career in the field of Public Health. Having worked in one of Paris children’s renowned hospital, she moved on to humanitarian field work in Romania where she gained experience in the administrative and project management.

Amélie joined ARCTURUS GROUP in 2012 as operational management assistant. She is responsible for the internal organisation of the Brussels office and the activities of the Group.

Maria IBAÑEZ LANA
Senior Consultant – Brussels
Maria holds a Master’s in European Affairs from the Catholic Institute of Paris, a diploma in English Legal Methods from Cambridge University, and a diploma in journalism from the Institut Supérieur de Formation au Journalisme. She also studied for a semester at the University of Connecticut and later obtained a Master’s degree in Spanish Law from UNED (Universidad Nacional de Educacion a Distancia).

Before joining ARCTURUS GROUP in 2008, she participated in a humanitarian mission to Mexico (working with families in difficulty, supporting children’s education initiatives, etc.). Today she is a Consultant in the Brussels office.

Vanessa JANZEN
Junior Consultant – Berlin
Vanessa has a diploma (equivalent of a Master degree) in Political Science, completed at the Otto-Suhr Institute at the Freie Universität Berlin (2011). During her studies at the IEP Lyon she also passed the Political Science Certificat (2009). She gained her first professional expierences at the Bundestag, at the German ministry of foreign affairs and at a permanent regional representation in Brussels.

In January 2012, Vanessa joined the office of IPA/ARCTURUS GROUP in Berlin and works as Junior Consultant in the energy and transport sector.

Delphine GARIN
Project Officer
Graduated with a Master of European Relations & Lobbying from the Catholic Institute of Paris, Delphine joined ARCTURUS GROUP in 2006 after a first work experience within the Public Affairs department of a large French company.
Consultant and then Manager at ARCTURUS Brussels’ Office, Delphine was in charge of strategies planning and implementation towards the European institutions in areas such as transport, environment, energy or medias. After graduated with a Master in Management from the University College London in 2011, Delphine is now in charge of the seeking funding matters and the implementation of projects.
Besides, Delphine is a member of ARCTURUS GROUP Warsaw’s Supervisory Board.
François LAVOIR
Consultant – Brussels
After completing two bachelor’s degrees in foreign languages and History, François obtained a Master’s degree in European Affairs from the Institute of Political Sciences (Grenoble, France). He worked in the French Ministry of Home Affairs as a first experience and then came to Brussels, where he had the opportunity to join a European federation in the advertising sector. After this, François worked for several months in a British consultancy on Finance and ICT issues.

François joined ARCTURUS Group in 2012 as a consultant and deals with agriculture and energy issues.

Cécilia MALDONADO
Consultant – Marseille
Cecilia is graduated with a Master degree in Applied European Policies and with a Master of Public Sector Carriers from the Institute of Political Studies of Aix-en-Provence. She also achieved a degree in Public management and Territorial governance from the Paul Cézanne University. During her studies, she performed several missions with press officers during international cultural events.

Before joining ARCTURUS’ office in Marseille in 2011, Cecilia worked in a Prefecture where she specialized in European founding.

Graziella PICCIOTTI
Assistant Manager – Brussels
Graziella holds a degree in Industrial Engineering and Chemistry from the Institut Supérieur Industriel of the University of Labour at Charleroi. After training in micro-computing technology and telecommunications, Graziella worked as assistant manager in a company specializing in the information technologies, before joining the Brussels office of ARCTURUS GROUP in 2008. Today, she holds the post of Assistant Manager, and is supporting the management team and consultants in the exercise of their duties.
Valeria SALUCI
Senior Consultant – Brussels
Valeria holds a Master’s Degree in International and Diplomatic Science from the University of Bologna (January 2008) and a post-university Master’s Degree from the College of Europe in Bruges (June 2009). She gained experience in community dynamics at the Permanent Representation of Italy to the European Union, where she worked with the Deputy Permanent Representative.

Valeria joined the Brussels office of ARCTURUS GROUP in 2010, where she is, among others, involved in cases requiring a direct relationship with Italian policymakers.

Agnieszka SKORUPINSKA
Consultant – Brussels/Warsaw
After having completed studies in Poland, France and Hungary, Agnieszka read for a degree in Political and Administrative Studies at the College of Europe in Bruges. While working toward her degrees, she completed traineeship program of a consulting firm (department of European funds) and in Trade and Investment Promotion Section of the Embassy of the Republic of Poland in Brussels where she performed a variety of duties in researching investment opportunities and promoting Polish-Belgian trade.

Agnieszka joined ARCTURUS GROUP in 2012 after her traineeship in the European Commission (DG BUDGET) where she was participating in reinforcing the principle of Activity-based Budgeting in the European Union agencies budgeting processes.

Jonathan TETAS
Consultant – Brussels

Graduated from the Institute of Political Studies of Grenoble, Jonathan completed his Master degree of International and European Affairs with a focus on Lobbying and civil society.
He bolstered his degree program by studying one year at the Galatasaray University of Istanbul, dedicated to relations between Turkey and the European Union.

Jonathan joined ARCTURUS GROUP in 2011, as a consultant, and intervenes on issues related to agriculture, energy and transports, while taking part of the group’s regional development strategy.
